For an actor and a writer, it is a special relationship indeed. On May 29 comes the premiere of an HBO docudrama which will team Michael Sheen and Peter Morgan on a movie about former British Prime Minister Tony Blair—for the third time.

In "The Special Relationship," Messrs. Sheen and Morgan wrap up the trilogy by tracing the friendship of the British politician and President Bill Clinton, a complicated alliance between two ambitious leaders, each willing to turn on the other to serve their political purposes.

The film comes at the end of 13-years of Labour Party rule in the United Kingdom. The recent election gave Conservative Party leader David Cameron the largest share of votes and parliament seats, striking a blow to Mr. Blair's legacy, and that of his successor Gordon Brown. The timing was a coincidence but president of HBO Films Len Amato says he seeks out stories that are relevant to current events. "We try to find films that hit a certain zeitgeist. They're stories about the way we live today," he says.

Mr. Morgan also wrote "The Queen" about Mr. Blair's interaction with the Royal Family in the days after Princess Diana's death and "The Deal," a BBC television movie that also aired on HBO and shows Mr. Blair clawing his way to the top of the Labour Party. In this latest film, the back-and-forth between Blair and Clinton is a historical precursor to what later happened: Mr. Blair's close alliance with President George W. Bush over the Iraq War, an alliance that proved to be very costly to the center-left Blair.

A few years ago, Morgan, who also wrote the play and movie "Frost/Nixon" (in which Mr. Sheen also starred, as David Frost), began asking students of politics why Mr. Blair aligned himself so closely with Bush. "Did it mean that no matter who is in the White House, you want to prioritize a relationship with them? Did it mean that Tony Blair was never progressive? Or, did it mean that having experienced something over the course of his partnership with Bill Clinton something changed inside him?" Mr. Morgan says. "That third option struck me as the most interesting."

The result is a movie that mixes archival news footage of fighting in Northern Ireland, the Monica Lewinsky scandal and the war in Kosovo with intimate fictionalized scenes between Sheen's Blair and Clinton, played by Dennis Quaid. Hope Davis plays Hillary Clinton and Helen McCrory returns to the role of Cherie Blair after playing her in "The Queen."

The movie is the first of the trilogy not to be directed by Stephen Frears. Mr. Morgan had planned to make his directorial debut with "The Special Relationship," but had to bow out a month before filming to care for his sick mother. HBO tapped Richard Loncraine, who also directed the HBO Winston Churchill biopic "The Gathering Storm."

Mr. Sheen says this will be the final time he portrays the British prime minister. "I'm not a Blair for hire," he says. (Mr. Morgan, however, says he is considering a fourth Blair-related screenplay. "What happens when you leave and your best friend and rival [Mr. Brown] is in office? I still think there's a terrific story to be told," Mr. Morgan says. "But I haven't got the heart to ring Michael up yet.")

One scene in which Mr. Blair loses his temper in a Washington restroom after Mr. Clinton, in the midst of the Lewinsky scandal, coldly denies his request to send U.S. ground troops into Kosovo, is particularly telling. "That's key because Blair always gets what he wants and succeeds and wins until that point. You finally see what he'll do when he doesn't get his way. You see the mask drop," Mr. Sheen says.

HBO co-produced the film, shot in five weeks almost entirely in England, with the BBC. The filmmakers took certain liberties to make the movie feel more intimate: A not-yet-elected Mr. Blair searches for his favorite blue shirt in a messy laundry bin; Mr. Clinton is on the golf course as he receives a phone call about Kosovo; the two leaders talk over a midnight snack at 10 Downing Street. "We don't want to make book reports," Mr. Amato says.

HBO plans to push "The Special Relationship" not just on TV but in DVD sales and foreign broadcasts. Ratings may not be huge but the Time Warner-owned pay-cable station says working with Mr. Morgan gives HBO a certain cache that will help draw other big-name writers.

Portraying leaders who are still alive and very much in the public eye presents its own challenges. Mr. Quaid gained 35 pounds to look more like Mr. Clinton, but Mr. Loncraine, the director, advised against him wearing a bulbous prosthetic nose. "We didn't want to fall in the trap of doing a 'Saturday Night Live' performance," Mr. Loncraine says.

Several scenes that showed the Clintons discussing Ms. Lewinsky were edited down or cut since the movie is designed to focus on Mr. Blair's relationship with Mr. Clinton and not the American president's marital problems. Although Ms. Lewinsky is still a presence in the film, "I kept saying to everyone 'please let's not make this a film about the Clintons' marriage. I want this to be a movie about Tony Blair's political soul,'" Mr. Morgan says.

Jackson, who directed the smash-hit trilogy The Lord of the Rings and was named executive producer with his wife Fran Walsh of The Hobbit prequel in December 2007, said November was the earliest that shooting could begin but it depended on finding a new director.

\'We don\'t intend to let this affect the progress,\' Jackson told Tuesday\'s Dominion Post newspaper in his hometown, Wellington. \'The key thing is that we don\'t intend to shut the project down.\'

Del Toro announced Monday that he was quitting as director two years after he was named to the project over frustration at repeated delays. He said he had commitments to make other films but would continue as a co-scriptwriter on The Hobbit with Jackson and Walsh.

Problems with The Hobbit have been compounded by the financial plight of film studio Metro-Goldwyn-Mayer Inc, which was put up for sale with debts of 3.7 billion US dollars in November. MGM was a joint backer of the film with the Time Warner Inc subsidiary New Line Cinema.

Jackson had not ruled out directing The Hobbit himself if another director could not be found, the Dominion Post reported.
